I am going from LGA-PHL-LGW when do I present my "day of" upgrade voucher LGA or PHL and do I still need to arrive early at LGA to make it to the gate 2 hours early to get on the wait list - I didn't even think anyone maned the desk but an hour prior to departure for domestic flights - all help appreciated. I only have one hour b/w flights in PHL.
I worked for a low-cost carrer - no upgrades - so not use to this.

CheckIn-Time determines your position on the waitlist, according to your status.
Usually you should be checked through from LGA to your final destination, so the LGA time counts for waitlist. you'll probably won't get upgraded in LAG but PHL due to availability. Therefore you should be at the gate when gate agents are present and start to proceed the upgrades. That's usually not 2 hours.
But it might be complicated to get an upgrade if you have no status with US.

In addition how common is it for US to over sell a PHL - LGW friday evening flight - checking the loads - there isn't anymore availibility in Coach and 13 seats in Envoy.

cant speak for a specific night, but US routinely overbooks the transatlantic flights - especially through PHL where there are alternative flights to Europe on US and other carriers.
case in point - they used to overbook the PIT-FRA leg even though there were no other flights to Europe. I volunteered to be bumped on a flight that was oversold by 20 (dont ask how I knew this) and they never even got close to being taken up on my offer.
