US Airways Dividend Miles (Pre-FlightFund Merger) - Does Row 8 on the 319 still recline?

For the first time in a while I got stuck in front of the exit row on the 319 for a flight on Monday. I know that the baby buses have/had a toggle switch that locked that row in the upright position until the F/A got up at 10,000. Do they still do that or are they non-recline rows now like on the 737?

For the first time in my last 40 or so flights, I was in coach two weeks ago in row 9 of an A319. During the beverage service, the flight attendant unlocked row 8 so they could recline.

Last two times I've been on a 319 I've missed an upgrade (downgrade to Gold). Each time, the row 8 seat was locked, and either unlocked by the FA at 10k feet or unlocked prior to the beverage cart coming out.

I recently asked a flight attendant to please release the seatback while sitting on row 8 of a 319. She acted as if she had no idea what I was talking about.
This is supposed to happen after passing 10,000 feet, as I understand. Maybe this feature only exists on the 320's row 9 (the front one of the two exist rows). I have seen this done on Jetblue's 320s (with a smile of course).
Obviously this does exist on some of the Airbus narrow bodies. I wish the fa had been somewhat more polite about it by answering "does not exist in this aircraft" or something like that. I love missing the upgrade.

Turn out it didn't matter because the flight was more than half empty and i was able to get the entire exit row to myself.

Just flip the switch yourself. Most F/As seem clueless about it.

On a recent flight from PHX-PHL, the switch did nothing...no recline for me. It was a LONG flight.
