Starwood Preferred Guest - Starpoints EUR/USD exchange rate?

After a recent award stay at Hotel Kämp, Helsinki, I received exactly three starpoints per EUR spent, i.e. 30% less than what I expected to get.

Is the conversion done at the property or centrally? I don't care about the Kämp points, but April is going to be a busy travel month for me -- outside of the U.S, so this might end up actually mattering to me.

Had the same problem with Marriott. In their case the conversion is done by the hotel itself. After I faxed my bills to the rewardcentre they adjusted it. Guess *wood follows the same procedure
