A Hummer H2 is currently $999.00/week at LAX for Apr 12-19.
5000 pts. for a Non-Peak Weekly Prestige Rental doesn't sound like too bad of a deal, $.20/pt.

Does that rate include unlimited miles? I know that many of the Prestige Collection rates do not.
With gas as expensive as it is in LA and the Hummer getting around 9 miles per gallon, I wouldn't be surprised if someone in a Hummer spends more on fuel than they do on the rental! :p

That rate almost sounds like a place filler. On some travel sites for hotels, if they are sold out, they will not put sold out on their booking screens, but will put the $999 rate as a place filler instead of sold out, and if someone is willing to pay it, then they will happily take it and downgrade/relocate someone with a much lower rate.

Having lived in New York City with daily rates on holidays and weekends of $125 for a full sized car, that does not seem outrageous at all to me! Funny how your perspective can change over time.
For an upcoming weekly rental in April at SFO, I noticed the Hummer on the "Select a Vehicle" list and clicked it just for laughs. Quoted me a weekly rate of $899.99 w/700 miles allowed. AAA CDP gave me 15% off -- $764.99 a week - still 700 miles and .24/mile over. So $999 is probably a legitimate rate and not "filler". Went with the "Taurus, Sable or similar" that priced out a bit above $130 all-in w/AAA and 963384 ($30 off a weekly).

Not to go too far OT: but is the reason the NYC-area car rentals are so high because of the insurance? I've always wondered that... What does it cost a typical 30-year-old driver with a 4-cylinder car and a clean driving record to buy six months of "normal" auto insurance there?

A lot. (OK, you got me straying further OT).
Before moving to NYC a year and a half ago I lived in SLC and drove an 87 Oldsmobile Firenza (try finding one of these on a Hertz lot - do they have negative car classes? :D ). I was, and am, single, male, and about 30 with a clean driving record. Liability coverage only, about 250/500/100, was $160 every 6 months from Progressive. Out of curiosity I checked now, and the same coverage from Progressive in NYC would run me $732 every 6 months. This doesn't include $267 in personal injury coverage that NY requires but UT didn't.
I always chalked up the ridiculously high car rental rates in NYC to expensive leases for the garage, taxes, higher salaries, higher insurance rates for the company (workers comp, etc) and because they can get away with it.
Closer to on-topic, we may actually not be competitive in this thread. Prestige Collection both in the city and at the airports only seems to include Volvos and the Lincoln LS (at least from the choices when reserving). No Escalades, Hummers, Jags, etc. A random week-long Volvo priced out at $680.
