Hertz - Hertz franchise locations: What a sham!

I attempted to rent from a Hertz franchise location this week and even called a couple of days before arrival. This location would not honor the Hertz reservation guarantee for PC members. This is not the first time this has happened to me thie year. It is very irritating that Hertz, or any company, enters agreements and not hold those parties to the standard procedures that the corporation follows.
Starbucks Coffee has agreements with locations like this called Concept Stores (Barnes & Noble, airports, grocery stores) and these location also do not honor standards as well. Agreements with franchise locations/concept stores will only hurt the parent company. When are the corporations going to learn that this is not a good relationship and certainly one that the very loyal patron will tire of.

I refuse to rent from Hertz franchise locations. It's an invitation for problems.
When we get search functionality back, do a search on the topic. There was a thread here about 2 years ago with a lot of complaining about franchise locations.
I don't understand why Hertz can't say - in their contracts with the franchisee - that the location must honor programs, policies, processes, etc. of Hertz or else they are no longer a Hertz.
Ten years ago, I would've said that McDonald's is the model by which all companies that have franchisees should follow. I thought of McD's as the cleanest, best service, and most consistent of all the fast-food chains. Maybe I'm just not as much of a fast-food fan anymore, but they don't seem as clean and well-run as they once did. Still far, far better than Burger King or Wendy's, but not the gold standard. McD's other chain (Chipotle) seems to be very well-run and clean.
Oh well...sorry to stray off-topic... :)

I wish my HLE still was a franchise location, as I was on fantastic terms with the owner. I still get great service from his assistant who still works Mon-Thu, but if I need a car Fri-Sun, I hop a bus down to SEA.

Is there an easy way to tell which is a franchise store and which is not?
Does anyone have any info on becoming a Hertz franchisee ? I can't find anything on Hertz.com or in google.

On my rental reservation email, it says:
BUFFALO NIAGARA INTL AP
4200 Genesee Street
Location Type: Corporate
Does it mean that it is own by corporate, not franchise? I think I never come across a location not of type corporate.

On the Hertz website click on "locations, cars, and more," then "locations," choose your location in the pop-up window, and then the basic info for that location will come up - including whether it is corporate or not.

I have no choice but to rent from Hertz when on company business and with cars available. I really do not mind, other than the boring selection Hertz has. However, when a PC member is renting, these franchise locations do not really care and their attitude shows this, especially when cars are not available. Do these franchise locations realize that I will probably be back and that treating me like crap does not bode well for future business. I have been known to avoid a location that has treated me like crap.
