I'll arrive at Changi airport at 23:30, can I get a taxi from the airport to Johor? Thanks.

The short answer is no -- normal Singaporean taxis can't cross into Malaysia and vica versa. You'd have to take a Sing taxi to Woodlands, transfer to a bus, and take another Malaysia taxi on the other side.

The long answer is that you could attempt to book one of the sixteen (16) specially licensed 'limousine' taxis in Malaysia licensed to pick up passengers in Singapore, which charge a steep RM160 for the privilege. Unfortunately I no longer have the telephone number on hand but you could try your luck getting this from Senai Airport...

The Queen St taxi stand in Sing can also organize a relatively smooth 2-taxi service across for S$40 and up, where a specially licensed Sing taxi picks you up in your location of choice and takes you to the Sing taxi stand in Malaysia, where a Malaysian taxi waits to take you to your destination.

I have meeting in Johor town at 9:30, so I'm thinking to cross the border after arrival to prevent the heavy traffic in the morning.
As I will arrive around midnight, can I still get one at Queen St taxi stand? Assuming no advance booking is required. Right?

yes u would be able to get one even without booking. they are usually standing by there. even if one of those Singapore licensed malaysia pliable taxis are not available, the people there (their buddies) will be helpful to make the arrangement by calling the drivers for u.

worst case? check with the taxi driver who is driving u from Changi to Queen street!! the Singapore taxi drivers are very resourceful and excellent in networking!!
