Anyway, transferred a balance to take advantage of the 0.0% incentive and then briefly went over the limit on the card (a merchant charged me twice) and now AMEX won't honor the promotional finance charge and is charging me 26.7%.

If you sent over your limit because a merchant charged you twice, then AMex should revert you back to the promotional rate.

Yes, I would call them and maybe take a different approach. Each time you get hit with a finance charge, tell them you want the merchant to pay for it, actually you want AMEX to pay for it and take it out of the merchants hide.
Don't give up. They will eventually figure out they have no method to charge the idiot merchant and will need another solution - fix the finance rate.
