Online Travel Booking and Bidding Agencies - Where in PL website do they talk about the $25 cancellation fee?

I can't find it and I think I would like to cancel an upcoming reservation for the $25 you all mention and cut my losses.......

No, they don't allow anyone to cancel for $25. Only cases they do allow cancellation is when people make a mistake entering dates and they call Priceline within a few hours of their bid and they'd normally have to make a new bid in the same zone for different dates. They also allow cancellations when the hotel is in disaster zones or when staff of the hotels are on strike.

Other than that, it is highly unlikely that you'd get a refund.

You may also cancel on medical grounds (subject to their approval) if they can verify that you are unable to travel due to unforeseen medical conditions. You will need to provide them with the name and contact details of the doctor. You will be charged US$25 for each night of cancellation. You will probably need to contact them prior to the date of stay.
