What is the fastest routing between fresno and Dakar?

Looks like South African Airways runs a nonstop from JFK to DKR. Not sure if it runs every day. You can get to JFK however you want, although DL's FAT-SLC-JFK flights seem to connect will with the SAA flight on to DKR (and I think DL well even sell you a codeshare seat on the SAA flight). That's by far the fastest route I could find on the random dates I looked at.

Other than that, I think you'll have to go through Europe, probably either CDG on AF or BRU on SN Brussels operated by "Birdy Airlines" (whoever that is). Unless there's an Air Senegal flight from JFK or something that I don't know about (which is entirely possible).
