Some cities have programs to provide wireless internet to the public at no cost in parks, etc. Anything like that in Las Vegas?

Not that I'm aware of. I suspect the casinos will fight it, since it might encourage tourists not to go into the casinos.

BTW, there is one place I am aware of that offers Free Wi-Fi access. Its the Coffee Bean coffee shop on Maryland Pkwy. I went there on my last trip and verified it.

A couple of the online wi-fi guides say that a Krispy Kreme just south of the airport (at 614 Pilot Road) offers free wireless. I haven't checked it out personally, but I do know there's a KK in Santa Monica that offers free wi-fi with a purchase (similar to the McDonalds pilot program in NYC and Chicago). So if your blood sugar is OK ;) it may be worth checking out.

The strange thing is this location is not listed on the Krispy Kreme web site. I wonder is perhaps it has since closed or operates as another business that sells KK's. I'll check it out on my next trip.
