Amtrak Guest Rewards - New York State train delays in September

Amtrak distributed fliers announcing delays in train service in upstate New York through September 30 due to track work. There's nothing on their website about the work. The flyer doesn't say how significant the delays will be.

Affected trains are:

Empire Service
Adirondack (68, 69, 70, 71)
Ethan Allen (291, 292, 293, 294, 296)
Lakeshore Limited (48, 49)
Maple Leaf (63, 64)

Travel from NYC to Albany and Buffalo will be affected.

Delayed... as opposed to what? I can't remember the last time I was delayed less than a half-hour NYP-SYR (granted I haven't done this route in over a year).
