I guess that it is commonly accepted at least among savy FlyerTalkers that Priceline doesn't typically has an access to attractive rates.

Most likely you will find the best deal for your trip from a local travel agent in Bangkok that has an access to consolidator fares. The fares from Bangkok are often very reasonable.

I tried Priceline.sg and Priceline.HK - and I can not reach the web sites - may be it blocks me as I am in US.

You should be able to easily reach the websites irregardless of your location However, the correct addresses are:
