Travel Technology - Cell phone rental as membership privilege

I seem to remember one of my memberships provided a free cell phone rental to its members when travelling. Probably extreme per minute rates but I don't really care since it would basically be for emergencies and family and maybe an occasional reservation call. Travelling in Germany, Italy, Spain, France.
I can't remember which program I am a member of had this and can't find it on the web site of the most likely suspects. American Express, Diners club, Air Canada Aeroplan. Am a member of a zillion other plans. Maybe the member benefit has been withdrawn.

Does anybody remember which program had or has this benefit? If so could you share that information please.

I'm not sure if this is the one you used previously, but Diners Club's Carte Blanche card provides free international cell phones for up to two weeks (minutes are charged as they are used):

That's what I am looking for but Carte Blanche is not one of my zillion memberships. Diners Club is and it does not seem to be one of their perks. :(

I would buy a cheap unlocked world phone (GSM) and buy prepaid SIMs in each country. Phone can be had for $100 new (less on eBay), and my guess is that each SIM will be $20 at most, possibly cheaper. You would have free incoming calls with this setup!
