Hilton HHonors - If a promotion is offered, can anybody use it?

I was looking at hotels and saw a rate online that was $30 a night lower then the usual rate.

If you click on the rate details, soemthing like the following comes up:

XYZ CONFERENCE
CALLER MUST SPECIFICALLY ASK FOR PROMO. COUPON NOT
REQUIRED.
GUEST MAY CONFIRM A MAXIMUM OF 2 ROOMS AT THIS SRP.

It's not saying you have to be part of the conference, just ask for the promo. I know they have these all the time, this was the first time I've ever seen one of them listed online (In Feb I found our rate could have been half what it was at one Hilton if we called and told them we were part of the Clown Conference, but that wasn't listed on the website).

Anybody know if promos like this are available to anybody, or are they just looking for attendees? I'm thinking if they just wanted attendees, they wouldn't load the rates to the website.

Well, I'm pretty sure that a formal requirement to get such rate requires being a participant in that conference. Would you be able to get that rate without proving you are attending it? Most likely. Personally, whenever I was attending a conference and booked a special conference rate, no one ever checked whether I actually belonged.

Why did they load that rate to their website? Chances are it's simply a mistake, things like that happen on occasion when certain rates get loaded into publicly accessible systems when they are not supposed to.
