For the past two years or so, there is a scam going on with a woman agent, especially with transit passengers, to collect a "tax" that was erroneously omitted from your ticket. This happens when passing through the customs checkpoint which is where transit passengers also get their onward boarding passes. Once it was a terroist surcharge, another time it was for insurance. It is all a scam. But to unseasoned travellers, it can be intimidating since the boarding pass is often withheld until the last minute. I have complained to the authorities without reply or acknowledgement. Do not pay any additional money on your ticket. Simply request to see the airport manager and a representative of your airline. She will not get them, but will eventually give you your ticket or boarding pass.
