It's also possible that I'm merely confused, since no domestic airport that I know of has a PFC over $4.50.
The FAA appears to have approved 2 different PFC fees at OAK. $4.50 for T2 building and security improvements (and other projects), and $3.00 for BART connector project, phase 1.
OAK's current PFC is $4.50.
