Anyway to get discounts for confirmed travel to Tortola? Airfare is $775.00 on average. Looking for San Diego to Tortola (EIS) or St. Thomas (STT) for October 2004.

Try diving and sailing companies. They sometimes have a package rate of some kind.

Flying to either has never been inexpensive, even from the northeast coast, or from Miami.

Unless things have changed, one could not fly from the mainland to EIS. Very short runway.

STT is available from NYC, and BWI(or was).

Those rates seem awfully high for October (low/hurricane season). You may want to wait awhile to book.
