America West FlightFund (Discontinued Program) - Upgrade question

I'm going to drop from Gold to Silver effective March 1st. So my wife doesn't get a free upgrade anymore (the companion upgrade availability was pretty sketchy anyway). Miles upgrades are 15,000 for nonelites and 10,000 for elites. Does that refer to the pax status or that of the miles-spender? That is, will my 10,000 miles upgrade my wife because I am elite and I am the one spending the miles? Or will I have to spend 15,000 'cause she's not an elite?

It refers to the miles spender. Unless she's on a Y fare, it will be 10k(20k RT) to upgrade your wife.

I upgraded my grandmother on her last flight of her life. She wasn't elite and I was only charged 10k(OW).
