Yes, you get reciprocal benefits except the EUA on a CO flight. In that case you will have to wait until two hours prior to departure to upgrade on a discount fare.

As a CO & HP elite I can tell you that your chances of upgrading using HP status on a CO flight are low.
I made HP elite before CO elite and only recieved upgrades when I bought full Y tickets. The gate/reservation agents were never able to upgrade me using my Gold HP status. There are simply too many CO or NW elite ahead of you on most flights.
