America West FlightFund (Discontinued Program) - Refund or Credit for Passenger Illness?

Can someone clarify the policy of America West for a passenger and spouse who can't use their tickets due to serious illness.

My parents are scheduled to fly to Las Vegas in a couple of weeks, but will be unable to do so because of my father's hospitalization.

Does anyone know the policy on getting either 1) a refund of the tix price or 2) a credit on America West WITHOUT a change fee.

In the past, both AWA and AA gave us vouchers good for a year when my husband could not travel due to illness. However we were scheduled in October round trip on AA. When my husband was hospitalized and we couldn't go, AA insisted on charging me a change fee of $100. per ticket. I elected to collect on my cancellation insurance instead. Not sure if AWA has adopted the same policy.
