Alaska Airlines Mileage Plan - 330 day out availability

Since getting award travel seats to Florida is exremely difficult, I attempted to book at the earliest possible date. I have been told award travel can be booked 330 days ahead (which I did when planning a trip to AK over last July 4th). I was told by res. agent and supervisor that no seats were available to Orlando for next Jan. as none had been allocated. When would they be allocated? No telling. Depends on flight loads etc. Can't even get award travel when playing by AS rules. Unless AS allots at least one seat on a given flight, they have blacked out that flight for saver awards. This does not follow program rules. AS must allocate a minimum of seats 330 days out and then may add more at their discretion. No wonder I have 500k miles languishing in my account, they are too difficult to use.

All airlines are required to allot 10% of their total inventory to award seating. Not 10% of each flight. Some flights have 80% of their flights opened to award seats, and some wont get allotment until later. If its AS, you can continue check availability and book online. Did you check Partner Award availability?

Where is this codified? I recently read an article showing what percentage of available seat miles each carrier allowed for award travel for the past year and several airlines were below this 10% figure. I did not know about the 10% requirement, do you know which agency has authority for enforcing this requirement? Thanks.

I think its an FAA regulation, but I honestly don't know?
Wouldnt seat MILES be different from available seats?
