Other European Frequent Flyer Programs - Does OS sell any seats on its VIE-PEK route?

I am flying this route next month and have noticed that the cabin has virtually no seats assigned. I checked around on other dates and realized the same. Is this because no one is flying? Or is it because very few people have pre-assigned seats?
