Russia's State Duma (lower house) ratified Wednesday the Open Skies Treaty on unarmed military observation flights over signatory nations.
The decision, passed by a majority of 281 votes, makes Russia the 26th nation to ratify the treaty, signed in March 1992 by 27 member states of the Organization for Security and Cooperation in Europe, and paves the way for it to come into force.
