Thanks for your reply on the UA forum, airnzboy. I emailed UA and they responded with:

I show that your entire itinerary is booked with Air New Zealand and
also that the ticket was issued on their ticket stock #086. Therefore,
you need to contact Air New Zealand directly to make any changes. If the
ticket was issued on United ticket stock, even with the itinerary being
entirely on Air New Zealand, then you would be asked to contact United
to make any changes. A simple rule to follow is passengers must
contact the "issuing carrier" to make changes.

We appreciate this opportunity to be of assistance and look forward to
serving you.
