I will be flying CX from HKG to NRT. Then will fly from NRT to LAX same day on AA. Will I be able to check my luggage through at the CX in town counter? Thanks in advance.

If you are ticketed through, there should be no problem. The CX check-in at Hong Kong or Kowloon station can process such connecting luggage, as long as there is no more than a 6-hour difference between arrival and departure [though this may be as long as 24-hours]. This is no different from an airport check-in with interline baggage. If you are ticketed on a single reservation, they should also be able to issue your AA boarding pass.

I think the issue here is the destination. If you are travelling from HK to the US you cannot use the in-town check-in. The question is if the same rules apply to pax flying to the US via another country and checking through the baggage all the way through.

No. As 44C stated, this is a not an option if you are flying to the US.
