I thought all CX tickets (even discounted Y) are freely changeable, especially for flights within Asia?

No.
In Japan, Almost of discounted economy tickets are fixed date tickets.
To change flight date after ticket issued, it costs huge refund penalty.

anyone knows if any other carrier has similar strategy?
If WHO declare official warning to hk, does it mean that all tickets to hk can be changed route and date without charges.
Thanks
