One can fly CX solely between JFK-YVR...not sure about YYZ-ANC.

CX doesn't appear to publish YYZ-ANC fares, so my guess would be no.

edited to add: Out of curiousity, I checked ANC-HKG... they do sell that, but with only ONE economy fare class: full Y! $2742 roundtrip, anybody? http://www.flyertalk.com/forum/rolleyes.gif

Actually, ANC is a strange place to get to from Asia, and the other way round. The cheapest fare from HKG I could find was USD 1999 with a very awkward routing:
China Eastern Airlines 540 Air China 139 Delta 7103 Connect in Hangzhou (HGH), Seoul (ICN).
Korean Air 604 / 85 seems the most reasonable.

But, back to the question posted in this thread. Flying there and having rights are two different things. Even if CX didn't already have a contract in a drawer - which I doubt - ANC airport authorities would only be too happy to offer them any deal they wanted. So it's not a question of rights that they are not flying there, but a matter of revenue potential.
