There was an ad in the newspaper today:
"Fly Cathay Pacific from Australia between 1 Nov 2001 and 31 Jan 2002 and you'll earn triple Asia Miles"

Didn't mention anything about residency or routing restrictions...

If you read it in an Australian newspaper, I would presume that it is meant for Australian residents.

Go to CX's website and click under the Australian site. You'll see the Triple miles offer.
