Hertz - #1 Awards not availabe at all locations?

I just tried to book a car in Great Falls, Montana for later this month online, and it says "Hertz #1 Awards not available at this location. Please remove"

Anyone run into this before?

Happens fairly often at smaller airports. My rule of thumb is that if only RJs and props fly into the airport don't expect Club Gold service or #1 awards.

You can sometimes get airline miles though.
