Hertz - Hertz luggage tag?

I saw someone on a midtown Manhattan street who had a Hertz luggage tag on their laptop bag. It was a black leatherette kind of thing. Who does Hertz give these out to?

I got one that has "President's Circle" embossed for 2001, but nothing for 2002.

I've also seen "Five Star" tags.

I got a really nice one being Five Star last year. I will make PC this year so we will wait and see!
