Hertz - No Five Star / Pres Circle for Asian-based members??

I was just told by the Hertz rep in Singapore that local members here are not eligible for Five Star / Presidents Circle. So basically Hertz offers NO recognition to a frequent Asian customer! Can anyone verify this?
I already have about 7 rentals this year (all in the US and Australia) and will probably hit 20+ by year's end. If I switch my mailing address to the US will that work, and would I get retroactive credit??
Thanks for any advice.

I would suggest that you would be better off switching your mailing address to Europe or Australia. If you switch to the US, you would be charged $50 and be required to do 40 rentals to reach Presidents Circle. Move it to Oz or Europe and it will be free and you will be eligable for PC at 30 rentals. ( you get 5 star membership at 10 in both schemes )
When I switched between schemes, I spoke to the UK and had them release the account. Australia was then able to take ownership of the account. Rental to date information was already in there.

Nope, just give them an Australian mailing address. I had an Ozzie address with a UK Driving Licence.
