I know for a fact that virtually every insurance company has agreements with virtually every major car rental company to allow anyone >18 to rent a car. Just call the insurance company and have them set it up for you, don't call the rental co and try and setup a normal rental. You could take out the papers to form an LLC (Limited Liability Company) for under $100, name yourself CEO (with business cards, of course) and go for it. I have a nephew who did it with a real company, while an undergraduate.
