Other Car Rental Programs/Partners (ie. Alamo, Enterprise, Sixt) - Since when a Toyota Camry is a Luxury?

I booked a mid size, upgrade to full size with coupon, but when I wanted the Camry they had, they charged an extra $10 per day because it is in the Luxury category according to Alamo.
