Starwood Preferred Guest - 2000 bonus points per stay

I have just received an email from starwood stating that I will earn an extra 2000 bonus points for my next 3 stays.

I can not find anywhere in the email that these have to be new bookings just that there have to paid stays to earn the bonus, I have 3 booking for Oz in October.

Could the lurker tell me if I am right to assume that these will be valid to earn the bonus?

How come i've never got any of these offers!! Are only US residents being given offers such as this?

I have not received a targeted promotion in the lst couple of yeard. I am a Platinum member and it is a little frustrating to say the least.
