Question, this is posted on their airlines transfer page:

Award can only be redeemed with Starpoints earned at Starwood Preferred Guest participating hotels or Preferred Guest earning partners.

Does this include the Starwood Amex card or is the points earned with the Amex card treated differently?

When converting points to air miles does the miles have to go the the same person or can the points be given to anyones account?

Also, on the Amex site it states: Earn 1 Starpoint for every eligible $1 charged with the Card for any purchase. WHAT IS AN ELIGIBLE PURCHASE? For most cards it's every purchase.

The miles have to go to the same person's account.

Most purchases are indeed eligible, but here are some examples of ineligible purchases: merchandise returned for a refund; cash advances; using convenience checks (unless specificaly stated otherwise).
