Typically I receive postcards for promotions when they are nearly expired or at least 1/2 way through the promotion period. Although I have requested email notification in the past, I realized yesterday (after seeing that others have received various targeted promotions) that the request didn't save on the webpage - well at least now it seems to have after the last attempt. Will an SPG Concierge know what promotions I wasn't emailed and postcards I haven't received yet?

Yes, Eastbay1K. Anyone in Starwood Preferred Guest at the Customer Contact Center would be able to look at your account profile and see which promotions were offered to you from the recent drop.
