Starwood Preferred Guest - St. Regis Hotel and Towers in San Francisco

Starwood Hotels & Resorts says, with a few exceptions, it's "freezing all capital expenses" over $3 million, including the development of the upscale St. Regis Hotel and Towers in San Francisco. The 40-story project had been scheduled to open in 2003.
