Effective 19 March 2004, the "American Express Membership Rewards" program is charging a fee of $0.0004 per point ($50 maximum) for the transfer of points into the frequent flyer programs of U.S. airlines, to recoup federal excise taxes.

This means if you transfer 50,000 points you've got a $20 fee to do so.
