American Express Membership Rewards - TravelFunds card?

I caught an advert on television about the TravelFunds Card (http://www10.americanexpress.com/sif/cda/page/0,1641,18622,00.asp).

I'm wondering if this isn't another way to "launder" Starwood points and the like.

Any comments?

I just ordered a TravelFunds card on line as a Christmas present for a niece. Two items worth noting: Could only purchase to the level of my Cash Withdrawal Limit on my Starwood Amex, and the birthday of the recipient was required. I believe this will count as a purchase (and not cash advance).
There was a line on the form for a Promotion Code, but I didn't have one. Has anyone seen a Promotion Coded offer?
