American Express Membership Rewards - Credit Line Transfer: Is it CSR or Status for Success?

Both My partner and I tried to move our available credit line from our recently cancelled Delta Amex's to our fairly new Starwoods. We both have outstanding balances on the Delta.(Mine is quite a bit more than his) When I called I got a great CSR who without a second thought said she would transfer my available credit line to the *wood. When my partner called they said they would not consider transfering the credit line until his balance on the Delta was 0.
Why the different answers and results? Was it the CSR or some sort of secret tiered system of customer status? I have been a client of Amex much longer than him......

No, it's because Amex customer service sucks.
How many times have people called regarding a promo, only to find out that they know more about it that the CSR? Have you ever called to see if mid-cycle payments will free up your credit line? Yes, no - it all depends on who you talk to. IMO, these people are poorly trained, and Marketing never tells them anything.
I used to have a DL Amex - IIRC, I had to go through the credit department to do a LOC transfer (and I did them quite frequently), so I'm a little surprised that a CSR can now handle that. And I'm also surprised that they would let you do it if your balance would be over your remaining credit limit.
BTW, unless you're taking advantage of some introductory rate promo, you may want to rethink using mileage and hotel affinity cards to carry a balance. You can get a lot better rate on other cards.

You're dealing with AMEX, where the best advice this long-suffering AMEx cardholder(multiple AMEX prodicts, actually) can offer is if you get a answer you don't like - hang up, and call back again to try the next [incompetent] CSR. For sure you'll get a different answer, and it may or may not be one you like, so if not, hang up and try a third time.
You'll find AMEX nothing it not inconsistent like this. been there done that. more times than I care to recall.
I got a Dl amex card a week ago, and after speaking to 9 or 10 CSRs I am going to wait for my free 10,000 miles to post and cancel the card. Their gold delta skymiles CS is located in India, and while I have nothing against Indian people they have never been able to understand my request to transfer my cl from my CLOSED cash rebate card to my skymiles card, they keep insisting on doing a balance transfer and I keeep telling them that is not it and I have no balance to transfer. I give up, I am cancelling all of my amex cards and going back to using just my AAdvantage card, citi takes care of things in one phone call and I don't EVER have to call back 4 times or more to check up and make sure they have done what I asked.
