I've tried the number on my cc and on the Amex website which says to call collect 336-3931111. Unfortunately the operator here says it is blocked for collect calls!
Can anyone give me another number? I cannot call a 800 number without paying (I am currently in SIN)

That's odd. I've never had any trouble with that number from here in Japan. And it's still the number listed on my most recent billing statement. Maybe it's just a Singapore thing?
The number anz5708 gave you is correct, it's the Global Assist Hotline. If that doesn't work you can try the Platinum Customer Service number 1-954-473-2123 and hope they can help you or at least connect you with someone who can.
AMEX's Singapore website (just go to the the US website and click on the Worldwide Sites link at the top) lists all of their numbers there. Their lost/stolen card number (24 hours) is 1-800-737-8188.
FYI, I'm having the same problem from Sweden. The 336-393-1111 doesn't work for collect calls. Haven't tried the other numbers provided yet, but I will report if they don't work either.

When one has an emergency perhaps it may be wise to just pay for the call and forget about the CC provider accepting collect calls or not.

I have personally had problems calling Amex CS (my Business Card) with the 800 number from some pay phones in the US. And when the 800 number failed, I tried collect with the number listed on the back of my card from the pay phone, but unfortunately, the operator told me that the number was blocked from collect calls.
However, using my personal card numbers, I had no problems.

I couldn't call the US Centurion number collect from a number of European countries, most recently from Italy. The int'l operator kept telling me it was blocked for collect calls. My CS agent apparently heard the complaint from a number of other people. Oh well... :(

I had the exact same experience in Milan, Italy too. However, luckily my Carte Blanche card went through as a collect call with no problem.

Had the same trouble using AT&T to call AMEX collect from Taiwan.
Tried using MCI's USA collect and that worked fine... Appears to be an AT&T thing...
I've also experienced the same problem using AT&T when calling Bank of America's int'l collect number...
