American Express Membership Rewards - Delta 15% Bonus for conversion for European members, too ?

I saw on the Delta forum that AMEX has a promotion for converting MR points to Delta miles with a 15% bonus. I´m new to AMEX, so my question: are such promotions always just valid for one country (in this case USA) or for all AMEX members all over the world ?
