The April 02 BA Executive club website documentation seems to have dropped the 31st Dec 02 end date for the WT+ upgrades.

Is this another mistake or have they extended this offer?

It had previously been extended from Dec 01 to Dec 02. The current Amex T&Cs read Dec 02. I suspect we will see this offer extended on a yearly basis.
