American Express Membership Rewards - AMEX double mile promotion 10/15 - 11/30/01 question

I have a question regarding this offer, Do I have to received a letter from AMEX in order to qualify this? I change I AMEX card from Optimal card to Gold card. It start 11/15/01, I bought some US saving bond. I did not get the double mile. I called AMEX they told me in order to qualify the promotion I have to received the letter from AMEX. Is this true?

I believe that promo was not targeted but was for the Delta AMEX card. Do a scan in the Delta forum back in early October.
