Is it possible to use UA miles to upgrade a TAM flight from Y to J? If so, is there any way to check availability besides that form on UA website. Is there a fare bucket to look for?

You need I class inventory.
Star Alliance upgrades are rarely worthwhile. You need to purchase S/Y/B fares and wait for I class to be available. No waitlisting.
