...when will CX install wi-fi on ANY of its flights...

not in 2012, that seems fairly certain

And Chatroulette/Stickam, both of which I have seen pax using on some AA flights with wifi on them.
I don't need to see desperate people (insert blank here)

From what i remember, its Internet and Cellular service.

So to CX and other potential airlines, voice seems to be ok as long there is a business for it.

I fly CX F. If someone feel they have an urgency to use skype, I will listen carefully and load my stock trading website.

most 77W and all 74K have been installed with WiFi function, just that they are not switched on yet

The official response to a similar question on CX World a few months back was that Panasonic (the service provider) was still awaiting regulatory approval from China.

Earlier this year CX said they would begin trials of in-flight Internet on a 747 around mid-year (a date that's clearly passed without ant activity) and yes, China was still the sticking point for connectivity:

CX Chief Operating Officer Ivan Chu told Australian Business Traveller that the initial test would be on a specially-equipped Boeing 747. The aircraft will be rotated through Cathay’s European routes from Hong Kong to destinations including Amsterdam, Paris and London.
“We know the technology works, we are only waiting for regulatory approval (for all countries) over the whole route” Chu said.
Yasu Enokido, president of Panasonic Avionics, confirmed that Cathay will be using a Panasonic Ku-band satellite system and that Panasonic has signed “regulatory agreements with all counties bar China”, which he hopes to see completed in the next few months.

CX has no China long-haul flights right? I think that's what you're asking? If so, correct the longest flight to China right now I believe on KA metal is to PEK, which is only 1200 miles.

CX has none of its own flights into China, but is seeking get China's approval for in-flight Internet over Chinese territory so they can offer a continuous service to passengers, rather than face several hours of a no-Internet 'blackout' during the flight.

Well...CX flies to PEK, too, and as djsflynn mentioned it's probably PRC's permission they needed for FLTs flying through Mainland Chinese air space.

LH also posts on their website that wi-fi works everywhere except over China. This is not only a CX problem.

I can't see the logic in not allowing passengers transiting Chinese airspace not to use the internet.

74K has been installed with wifi already, and CX has sent request to officials to use it..
but well, the exact launch date, i think it will be postponed to next year
(CX is famous to have new products delayed all the time)
