Bill is just one of 9 architects who work in the WestJet Architecture team, he is the architect who specialises in middleware and the ESB (Enterprise Service Bus). What information did you need clarification on?

The title promises a solution to service governance issues. I couldn't extract that from the video.

The presentation was pitched at part of the broadest definition of what governance could cover. Architecture itself is a branch of IT Governance in the broadest sense, as is compliance, risk analysis, project management, security, QA & test, etc.
