U.K. and Ireland - TWOV for Indonesian Passport Holder?

I am an Indonesian citizen travelling with an Indonesian passport. Does anyone know if I will need a transit visa for Heathrow (LHR)?
My itinerary is YYZ-LHR-BRU. I also have a Permanent Residence in Canada.
The wording on the UK Home Office website is a bit... confusing

Simple answer is no, as long as you have a valid Canadian PR card and stick to that itinerary.

Indonesian passport holders do not require a visa to transit the UK, irrespective of whether they are permanent residents of Canada or anywhere else.

You would of course need a visa for Belgium.
According to the Home Office (http://www.ukba.homeoffice.gov.uk/visas-immigration/do-you-need-a-visa/) an Indonesian citizen generally needs a visa to transit the UK (unless you will arrive in the UK by air, and leave the UK by air less than 24 hours later)
