If you have a $250 E-TUV voucher and want to book a $100 one-way flight, do you get the remaining $150 to use next time?

Yes and in theory you should get a voucher with today's date on it meaning it is good for one more year

IIRC use the whole amount or loose the balance. I do not believe a new voucher would be issued.

You do not get any residual value. The US Airways web site states this in the section referencing the paper Travel With US Voucher (TUV), but the E-TUV has the same rules. The Terms and Conditions states:
You can use a dollar-value voucher toward the price of 1 ticket on US Airways, US Airways Shuttle, US Airways Express and codeshare partners. If the price of the ticket is greater than the value of the voucher, you simply pay the difference. If the discount exceeds the price of the ticket, no residual will be given.

Mykle, thanks for the link. Another important point I noticed in the terms is this:

Transferable as long as 'passenger name' has not been entered on voucher.

However, in most cases (like mine), our name is on the voucher, so only we can use it.

Another question:

If the voucher expires Aug 2013--can I use it before that date to book a flight in Nov 2013?

Yes, you can use it before Aug 2013 to book a flight in Nov 2013. Expires Aug 2013 means that you must book before Aug 2013.

They can change/transfer voucher name in res before its reissued to a ticket with the pin number.
