Having trouble understanding the Regency Club upgrade. Website says: Up to 4 nights / 3K points. Is this per night or for entire stay? If I want to use this offer, can I do it upon check in? Hyatt site fairly vague on this

It's 3000 points per stay, up to 4 nights. This must be booked in advance via Hyatt reservations, and note that at most properties you have to book the minimum of the Hyatt Daily Rate (so no corporate, AAA, etc. discounts). I believe at resort properties you have to book a minimum of the Hyatt Daily Rate, but at least one room category up from the base room category.

However, you can also request the "upgrade" at check-in. It's up to the hotel to grant using the points for access. This is typically valid on any rate (as the hotel won't typically look at what rate you're on).

In the past, I've been able to use points at the GH San Francisco for access. I've also used them at the GH Kauai (but they first called the GC to check their occupancy before allowing me).

As is sometimes typical, I didn't have the points deducted from my account at either place ... probably due to one of the 8,000,000 Hyatt IT issues.
